Privacy Policy

Effective May 24, 2026 · Civica Public Voice, a 501(c)(3) nonprofit

Civica Public Voice (“we,” “us,” or “our”) operates Constituent Voice at civox.us. This policy explains what information we collect, how we use it, and your rights. We do not sell your personal information.

1. Information We Collect

Account registration

When you sign up, we collect your email address, US phone number, and US residential address (street, unit, city, state, ZIP+4). We validate your address against USPS delivery-point data through our mail service provider, and use a geocoder to map it to your congressional district. Your district is stored alongside your account.

Identity verification

Depending on the verification method you choose, we may also collect:

  • Phone verification: confirmation that your phone number is associated with your address.
  • Postal verification: we send a postcard to your address via our mailing partner. No additional personal data is collected beyond your address.

Dissent votes

When you register or retract a dissent vote on a congressional roll-call vote, we store your current vote state (dissented or not), when it was cast, and when it locked (after the 10-second grace period). We do not record intermediate cancel-and-re-cast history. Only locked dissent states are counted and published at session end.

Usage data

When you view a bill detail page as a verified user, we record that view as an anonymized engagement event used solely for computing denominators in published dissent statistics (e.g., “% of viewers who dissented”). This event is not linked to any individual in any public-facing output.

Payment information

If you pay the optional postal verification fee, payment is processed by Stripe. We do not store your card number or payment credentials. Stripe does.

2. How We Use Your Information

  • To create and authenticate your account
  • To verify your identity and map you to your congressional district
  • To record and publish aggregate dissent statistics (never individual-level)
  • To send one-time verification codes by SMS or automated voice call during signup
  • To send a postal verification postcard if you choose that option
  • To detect and prevent fraud and abuse
  • To comply with legal obligations

We do not use your information for advertising, profiling, or any purpose unrelated to the operation of Constituent Voice.

3. How We Share Your Information

We do not sell, rent, or trade your personal information. We share it only with the following service providers, each under contractual confidentiality obligations, and only to the extent necessary to operate the platform:

  • Supabase: database and authentication (supabase.com)
  • Cloudflare: hosting, content delivery, and security (cloudflare.com)
  • Telnyx: SMS and voice OTP delivery (telnyx.com)
  • Lob: postal verification postcards and address deliverability validation against USPS data (lob.com)
  • Stripe: payment processing for postal verification (stripe.com)
  • U.S. Census Bureau / Geocodio: address-to-congressional-district mapping

We may disclose information if required by law, court order, or to protect the rights, property, or safety of Civica Public Voice, its users, or the public.

Bill summary content is generated by Anthropic’s AI (anthropic.com) using bill text from Congress.gov. No personal information is transmitted to Anthropic.

4. Data Retention

  • Account data (email, phone, address, district, verification tier): retained while your account is active and for a reasonable period after deletion for fraud prevention.
  • Dissent vote state: retained indefinitely as part of the immutable public record after session end. Pre-lock cancel-and-re-cast history is not recorded.
  • Aggregate dissent tallies: retained indefinitely as part of the public historical record. These contain no individual-level data.

5. Security

We use HTTPS for all data in transit, encryption at rest for sensitive data, and role-based access controls on our database. Two-factor authentication is required on all administrative accounts. We maintain a responsible disclosure policy at civox.us/security.

No system is perfectly secure. If you believe you have discovered a security issue, please report it to admin@civox.us.

6. Your Rights

Regardless of where you live, you may contact us to:

  • Request access to the personal information we hold about you
  • Request correction of inaccurate information
  • Request deletion of your account and personal information

Note: aggregate dissent tallies that have been published as part of the immutable public record cannot be retroactively altered. They contain no individual-level data. Your individual dissent vote state, account data, and contact information can be deleted.

California residents have additional rights under the CCPA, including the right to know the categories of personal information collected, the right to opt out of sale (we do not sell personal information), and the right to non-discrimination for exercising your rights.

To exercise any of these rights, email admin@civox.us. We will respond within 45 days.

7. Children

Constituent Voice is not directed to children under 18. We do not knowingly collect personal information from anyone under 18. If you believe a minor has created an account, contact us at admin@civox.us and we will delete the account.

8. Changes to This Policy

We may update this policy. When we do, we will update the effective date at the top and, for material changes, notify registered users by email. Continued use of Constituent Voice after a change constitutes acceptance of the updated policy.
